How an engine decides whose words to use

An engine answering a question about a rule does not hold a position of its own. It retrieves the pages it trusts for that question, picks a frame from them, and describes each organisation in whatever words the clearest of those pages used. When your position appears in an opponent's phrasing, it is because the opponent's explainer was the clearest page on the topic, not because the engine chose a side. Change the clearest page and you change the words.

That is also why nobody can promise the opposite. There is no lever that makes ChatGPT or Gemini favour an organisation. There is only the set of sources each engine leans on for each question, and whether your evidence is one of them.

What we do instead

We build the question set for each issue the way the people around it ask it, and run it daily on every major engine in each market you name. Every answer is kept in full and read the way a staffer would: the frame it opens with, the organisations it names, whose words it uses for your position, and the sources it cites for each claim.

The cited-domains and cited-pages tables then show what the engines lean on for your issue, ranked, with each row tagged as yours, another organisation's, or a third party's. Where your testimony and white paper are missing from that table, the roadmap says what to publish and which reporters, explainers, and reference pages to brief with the evidence.

What changes, and how you will see it

Your teams execute the roadmap. When an answer shifts, the daily runs show which engine moved, in which market, and which newly cited source explains it. We do not spin, and we do not write about the other side. We report what the engines say and work on the sources.
